A foreign fighter is someone who travels abroad to participate in an armed conflict, or fights for a country of which he or she is not a national, though different definitions have been used by different journalists, policymakers, and researchers, depending on what distinctions they've wished to make.123

With an expanding range of scholarly work on foreign fighters and non-state armed groups operating transnationally, generating a meaningful debate on foreign fighter mobilization and persistence requires a shared understanding of terms for discourse.
